Apply for a free Certificate of Conduct: here's how to do it
A Certificate of Conduct (VOG) demonstrates that a person does not have a criminal record relevant to the position they hold. For volunteers working with children, people with disabilities, or other vulnerable groups, a VOG is often mandatory—and rightly so.

When do you need a VOG?
A VOG is not required for every volunteer. It is mandatory or strongly recommended if someone:
- Works with minors (sports, education, youth work)
- Supports people with disabilities or the elderly
- Has access to confidential data or finances
- Holds a position of trust

How does the free VOG for volunteers work?
The free VOG scheme for volunteers is administered by Justis, the screening authority of the Ministry of Justice and Security. The application process is digital and free of charge for the volunteer. However, to submit the application, your organization must have an eHerkenning account. This is not free; it costs between €20 and €55 per year.
Here is how it works:
Step 1: Register your organization via 'Mijn Gratis VOG' (My Free VOG)
Step 2: The CIBG assesses your registration
Step 3: You receive a decision
Step 4: Once admitted to the scheme, you can get started
The processing time is usually four to six weeks. Please keep this in mind if a volunteer needs to start quickly.
Conditions for the free VOG
The free VOG is only available if:
- Your organization has volunteers who work with vulnerable people.
- The organization has an active and robust prevention policy.
- Your volunteers are not already required to obtain a VOG under other laws or regulations. Your organization is registered with the Chamber of Commerce and therefore has a CoC number.
- Your organization needs eHerkenning to participate in the scheme and to prepare free VOGs (Certificates of Conduct) for your volunteers. Volunteers need DigiD to apply for a free VOG.
What if someone refuses a VOG?
A volunteer is not obliged to apply for a VOG. However, if your organization requires a VOG for a specific role, you cannot let someone who refuses start in that position.
Document this policy in your volunteer policy so that it is clear to everyone and you avoid difficult conversations later on.
